Founded in 2002, CS Partnership LLP was established to provide building surveying and construction services to residential and commercial property owners and occupiers.
We offer a wide range of Building Surveying services and we remain committed to delivering timely and cost effective advice to every project we are involved in, regardless of scale or anticipated level of input. We are as much at home in the hub of an inner city redevelopment site as we are in the apparent calm of the back garden; every project, instruction and appointment is important to us.
In contrast to the larger, corporate style surveying companies, CS Partnership LLP provides enthusiastic and cost effective advice to every project we are engaged in. This is achieved by delivering independent, accessible and above all friendly professional guidance in line with the founding principles of the Partners.

Julian Cheasley
MScCHE, BSc (Hons), MRICS, RMaPSJulian works primarily from our London office. He holds an Honours degree in building surveying and is a Chartered Building Surveyor. Julian has been awarded a Master’s degree in the Conservation of the Historic Environment and is a professional member of the Association of Project Safety and a registered CDM (Construction, Design and Management) Coordinator.
Julian is engaged in a variety of professional instructions ranging from expert witness to neighbourly matters consultancy as well as advising on the repair and refurbishment of buildings and the procurement and management of construction contracts. Julian has a particular interest in party wall matters and regularly acts as Surveyor to building and adjoining owners alike. -
Jeff Steel
BSc (Hons), MRICSJeff is the Partner in charge of the Winchester office and also holds an Honours degree in building surveying and is a Chartered Building Surveyor and member of the Royal Institution of Chartered Surveyors (RICS). Jeff is also an RICS registered valuer.
Jeff has extensive experience in the design and construction of new buildings as well as the repair, alteration and refurbishment of existing ones. He regularly prepares reports and specifications to identify and remedy building defects and their causes and also acts as Contract Administrator for a variety of building projects.
